Why does Google App Engine Discriminate against Chinese people?

AFAIK, Google checkout doesnt suppot Credit Card from mainland China.
I tried to register as a HongKong citizen but failed. But until now,
Google Checkout is the only way to pay App Engine and Google storage
and other Google services.

Why does Google App Engine Discriminate against Chinese people? Is
there any way to work around?

How? How to get a foreign Credit Card?
It's not that easy. I tried to get a HongKong HSBC credit card but
HSBC said I am not a HongKong citizen.

Depends how much your hosting is... Getting a friend to send you prepaid
visa/master card from the walmart or similar place.

Western Union has a card as well you could reload in China.
