Getting an "unexpected error" when trying to create a new billing account

When setting up a new billing account I get this message: "An unexpected error has occurred. Please try again later."
I've waited almost 24 hours and still keep getting this message. I've also tried a different browser, and this error persists.

Hey Angel Maya,

I understand that this error message is perhaps not the most clear.
  • Could you provide a screenshot of where you are seeing this error?  Feel free to redact sensitive account information.
  • What is the complete HTTP response?  You can find it in Chrome's Network panel.  This information may have additional details.
  • Have you received any emails from the Cloud Platform about your attempt to create this account?
