Use larger instance on free tier

According to the pricing page, larger app engine instances such as F2 are billed as 2 F1 instances. Does this mean we can use larger instances on the free tier at the expense of hours available? For example, we get 28 hours of free F1 instances and we can instead opt for a larger F2 instance for 14 hours. Am I understanding this correctly? Thanks!
