Access to Expanded EU Support & Datacenter

We would like that our new application resides in datacenters in the European Union:

Based on the documentation (https://developers.google.com/appengine/docs/python/gettingstartedpython27/uploading) we need to have billing enabled for our app. While we have enabled billing, we still cannot find the "Location Options" in GAE.

We also found a blog post (http://googledevelopers.blogspot.de/2012/12/app-engine-174-released.html), which directs readers to a sign up page for GAE Expanded EU Datacenter Support. We signed up a week ago, but haven't received any response (not even an email confirmation of the sign up).

We urgently would need to upload our app, so any advice, help or support is greatly welcomed. Thanks in advance.

You have to signup for a premier account (https://developers.google.com/appengine/docs/premier/) buying a support package (https://cloud.google.com/support/packages). I think that the silver package should be enough.

The documentation says, those without a premier account must have billing enabled… Thus isn't it possible without a premier account?

The documentation page you linked is clear:

If you have an App Engine Premier account, you can specify that your new application should reside in the European Union rather than the United States. For developers that do not have a Premier account, you will need to enable billing for applications that should reside in the European Union.

So the billing enabled is not enough you have to pay for a premium account.

You do not need to have a premier account, even though for serious applications it's highly recommended (we wouldn't want to operate our apps without this support).

If you're fine without support, you can fill out the request form as per:

https://developers.google.com/appengine/docs/premier/

Note: Non-premier users can run their application from the EU if they fill out a request form. For more information, see our blog post for the 1.7.4 release of App Engine.

Sorry, I have no idea. If you have to deploy in the EU immediately, sign up for at least silver support at:

https://cloud.google.com/support/packages

This will give you immediate access to EU datacentres. You can still cancel the support package at a later date, if you feel you won't need it.

..and I forgot to mention that if you have a support package you also get all services through postpaid (no credit card needed. You'll get a monthly invoice which you pay postpaid by wire transfer for all Google Cloud Services). Further to that you can have all pricing in EUR instead of USD, so there won't be any currency fluctuations.
