I've tried to create a new application using some of the google apps
account i have, but i never received a single sms confirmation message
and now i got the following error: "The phone number has been sent too
many messages or has already been used to confirm an account." I have
a U.S. t-mobile cellphone number.

From Uruguay (south america) I couldn't get the sms code, it says:
There were errors:
* Mobile Number
I'm using the correct country code: +598
Even more, I couldn't submit the issue either.
Why is google using this method to setup an account instead of the
simple email confirmation.?

I guess it's easier to get a throw-away email address to sign up then
a throw away mobile number ;)

I have the same problem, can't sign in because don't send me the SMS
confirmation, but I receive SMS from Google Calendar (I'm in Spain and
my company is Vodafone). How can I begin with my APP?

Same Problem for me on AT&T here in the US - this has continued for
the last couple of days. I've filled in the form for SMS problems but
haven't heard anything back from Google.

I can't. Your SMS issues form does not like the name of my operator
(O2).
