Sahid, question out of scope - how long have you been waiting for premier account to be processed?
We applied for it as well two weeks ago and still waiting for the contracts to come.

The email delivery reliability to Microsoft owned services is low.
Google doesn't comment on it, so at the point it can only be
considered a feature.

That is not the question.

I need to know what hotmail respond when I send an email to them.
There are 2 solutions, read the xxxxxx.apphosting.bounces.google.com or an administrator from Google makes a test of sent.
