Please can someone help with my question about the setting up the google app engine ?

could please help me to understand how many man hour does it take to set us up to be able to run custom banner ads on our app.
This will require someone to setup the google app engine and configure it so that it can push ads to
to our app, and the ability to change those ads anytime he chooses. I was told 60 hours is this correct ?
