Many Google services are blocked in China, including Drive and App Engine: http://en.wikipedia.org/wiki/Websites_blocked_in_China

Some people have reported that their App Engine sites are no longer blocked if VIP SSL is activated, but there are no guarantees.

This is peculiar,

according to http://www.greatfirewallofchina.org/, my appengine website on a custom domain is not blocked.
I do not have the means to try this from inside china myself though.
I do not have VIP SSL, either.

No, App Engine does not work reliably in China.  However, AppScale (www.appscale.com) works very closely with Google to provide a solution for App Engine customers that want to bring their App Engine applications to China.  You can run your App Engine app, unmodified, on AppScale and then run in a mainland China data center, including AWS Beijing.  We have helped many Google App Engine customers take their applications to China without modification using open source AppScale.

In our experience from using App Engine with a lot of Chinese users:

- *.appspot.com is completely blocked (both HTTP and HTTPS)
- custom domain HTTP works and is unblocked
- custom domain HTTPS using SNI is either partially blocked or completely blocked (seems to be completely blocked since 25th december).
- custom domain HTTPS using VIP SSL seems unblocked! Of course the IPs vary and can rotate and you might end up with one that is blocked. But for us this works for now.

My site does not seem to be working using a custom domain as well.Is it becase the IP's provided by google to redirect my traffic to app engine application are blocked?

How about using an VPN to be able to test it yourself and not really on testers/mixed answer? Maybe this list of VPN providers helps.
