New Application ID

When I try to create a new application in "My Applications" by clicking the "Create Application" button, I get the page "Verify Your Account by SMS". I enter my phone number and back comes the message "The phone number has been sent too many messages or has already been used to confirm an account.".

True, I have used it for setting up my account some time ago, but now I want to create a new application. My account IS verified.

So I feel stuck in a circle. I think I need help: 

How can I prevent the Verify page from appearing instead of some page for registering a new application?

additional information: even though I created a new google account for me, App Engine found the old one. Maybe this is the source of confusion? 

So my account is considered to be new (hence the Verify page) but it is old because my SMS number has been used already.
