Problem verifying my account

I'm trying to upload an application, and getting the "Verify your
account by SMS" page.

I give it my phone number, and it then tells me that:
"The phone number has been sent too many messages or has already been
used to confirm an account."

It's entirely possible that I did verify it some time ago - but the
account is now a Google Apps account, so it may well be getting tied
in knots somewhere because of that.

Any suggestions?
