Appengine instance keeps restarting every 10 mins

During restarting, my service and site are down. The restart does not seem to be triggered by any action.
After google search, someone fixed this by disabling health check or add a servlet to"/_ah/health".
I tried both:
1. put
health_check:
enable_health_check: False
in app.yaml
2. Add a servlet to return 200 for "/_ah/health"
It doesn't work. Has anyone know the root cause?
