Problem with mail quota

In SDK 1.6.2 is stated that:
"Mail Quota for App Engine apps that have signed up for billing
will only be increased after the first payment for the app is
processed. "

In the documentation I found this:
"100 recipients until first charge cleared; 2000 recipients free and
no maximum thereafter"

The problem is that my app has billing enabled for a very long time
and although everything was ok until today (i also checked the billing
history and emails that exceeded the 100 limit were billed
correctly) , now my app has reached 100 mail quota and it cannot send
any more emails...

Does anyone else has this problem ?

I have a large (paid) quota for email, and got a quota exception two
hours ago. I'm guessing there was a glitch in the mail quota about
that time.

I think I'm having the same issue now for the app follow-mob.. How can I get billing to trigger? I enabled billing with a reasonable quota for my app, but it won't charge me. Dunno what to do, but my app needs to notify users of certain events.

I've exactly the same problem, after the first 100 recipients the delivery is blocked. After 24hours there is a reset , and so on.
I have 10$/day budget but it does not help.

I'm seeing the same problem! I have hit 100 emails and can't mail anymore even with a very generous billing quota per day.. billable email is not triggering.  

My app is sky-words-hrd

Hi All,

We recently made a change that causes the 100 email/day quota to only be lifted once a charge has been successfully cleared. Did you recently enable billing, or has billing been enabled for more than one week?

I have the same problem. I made an app for sending many emails to a list of customers.
I enabled billing for 11$/day, I've imported in the app all the customers (~300k datastore writes and 20  Frontend Instance Hours )
My app is "cbn-newsletter"
I've enabled billing today and i intend to send a lot of mails in the next 2 days.
Can i force a charge to be send? Or can you take money from my account beforehand?

I already pay another app from the same credit card for about ~5$/week

I guess it's too much to ask for a fair disclosure of the "We recently made a change ..." prior to getting into this 'pay for nothing scheme'.

My app( bioenzyme-ticket ) has the same problem.  I already enabled the billing, but only can send 100 mail/per day.

I'm hit by this problem as well. Trying to migrate an app from M/S to HRD, but can't because the new app can't handle the email load. We sends thousands of emails a day right now from the M/S app, and if we make the switch to HRD we'll not be able to send emails for a while. Even worse, the new app will probably not be billed at all because we can't direct traffic to it yet, because it can't send emails. 

I think this "feature" should only trigger for new customers, and not for the already-paying customers.

The same problem after migrating to HRD and enabling billing. My app id is alconst-nitro-hrd.

To Support: Please, clear a charge or whatever, but make the app send emails This is very disappointing the app cannot send emails!
