Visual Studio, Google Cloud deployment

Just created a simple application using Visual Studio 2017, dotnet framework 4.5.2, 

When trying to deploy, the following prompt appears, but the vm instance dropdown is blank.

I have already created a project, and there is a vm existing already underneath. Why it doesn't show up in the dropdown below.

Do you attempt to deploy an app on a virtual machine in the compute engine? Is this for the app engine standard or flexible environment? 

Have you installed Cloud Tools for Visual Studio? Have you configured the Google Cloud Extension for Visual Studio to use your account? You may find out more about these necessary steps by reading the "How to run Hello World with .NET" documentation page

Compute Engine is the only option available from Visual Studio

Compute engine is the only option available from Visual studio, I believe, I am using standard. (App Engine Flex and Container Engine are grayed out)

 Yes. Else 'Publish to Google Cloud' option wouldn't have been available from Visual Studio.

Exhaustive details on your compute engine virtual machine are needed. The instructions require an instance that has Windows Server 2016, Microsoft IIS, ASP.NET, and SQL Express pre-installed. What are the characteristics of the virtual machine you deployed? Is this instance running? Have you not omitted any step indicated in the tutorial? It would help a lot if you list exactly, step by step, what you undertook prior to the attempt to deploy your app. 

The documented instructions guide you by the deployment of your the application to your Windows instance. These ask for right clicking your application in the Visual Studio Solution Explorer pane. A few screen captures of what you see when you then click on "publish to Google cloud" would come handy.
