perfomance test is possible in this condition to GAE ??

I'd like to exec the performance testing to my Website by using GCP server but there are some questions

1)   Is it possible to power-on the three hundred server at the same time?

   

2) Is there a limit on the number of simultaneous startups?Are there any prohibitions when perform the load testing? 

    I will be sent a traffic 100Gbps by using GCP server
