It is definitely possible to deploy your app in the app engine and use the offered machine learning facilities. You can find more detail on the "Cloud AI" documentation page. 

Information related to virtual machines that you may set up in GCE is to be found on the "Virtual Machine Instances" page, whereas SQL databases are treated on the "CloudSQL" page.
