Unable to enable billing, application unavailable due to quota limit.

My application pappa-mi-hr is currently unavailable due to quota limit, I enabled billing but the transaction did not complete, I repeated the same task several times (after mandatory 2 hours interval) with no success.

What can I do?

Have you successfully finished the procedure on Google Wallet? If so, what is your order number?

No, I got an error just after clicking on the google checkout button,
the error message was still displayed inside the app engine dashboard.

I repeated the transactin and now it completed!
Billing is now enabled.
