No permission to GET url from this server

Hello,

One of our users from North Sudan is trying to access our application (samaanguru.appspot.com), but is getting this error: "Your client does not have permission to get URL /xyz from this server (Client IP Address: x.y.z.n)". We have not blacklisted any IP.

Any idea why this could be happening and how it can be addressed?
