Google App Engineの課金について

例え　アクセスがなかったり　少ない場合も　課金が起こりますが、

Google App Engineにアプリをデプロイしてから　費用が発生するのでしょうか?

バックエンドインスタンスの時間が多くかかっているのですが　インスタンス数はコントロールできないのでしょうか？
