That is by design, although the terminology is confusing:

1 message to 1 recipient = 1 recipient emailed.
1 message to 2 recipients = 2 recipients emailed.
2 messages to 1 recipient = 2 recipients emailed.

Hello,

We sent today 247 emails to about 30 different email adresses.
Unfortunatly, the quota is used as if we used 247 email adresses.
I'm sure same adress received the emails.

Do you have an explanation ? Thanks, Vincent

Maybe they should call it "Emails sent" instead.

I could not resist to write that Google's description of this billing item is "more sexy" :-)

I think the issue there is, you can send one Email to multiple people.
So confusion remains (just slightly differnt) - in fact I think it was
just "Emails sent" originally.

Maybe "Email Envelopes Sent" :) If you send the same message to
multiple people, they each get their own Envelope.

Its a term that not many people will know (in regards to email at
least) - but thats a good thing, because people wont just assume (like
with Recipients) they know what it means, and will have to look it up.

Right, this is the exact issue... hard to come up with an unambiguous term that is easily understood. They should probably just add some helper text :)
