By checking the screenshot that you have provided, it seems that your Activity log is showing that there were multiple Kubernetes Clusters launched through the particular service account. Could you please check if your Kubernetes Engine cluster has the autoscaler enabled as this might be the root cause of the issue since when enabled the cluster autoscaler could be just trying to add new nodes to accommodate the workload. You can verify and check if you have autoscaling enabled by following the mentioned procedure below:

3. From the 'Node Pools' menu at the bottom of the page, select the affected node pool by clicking the adjacent edit button and check the value for 'Autoscaling' drop-down menu. If it enabled you can disable it by following this article.
