Deployment fails with Error Response: [5]

Hello Team,

Since this morning, our app deployment has been failing with an unusual error.  This was working till IST midnight.

The error we see is:

"ERROR: (gcloud.app.deploy) Error Response: [5] Cannot get cloud region in global job."

I also see that there are multiple stackoverflow questions on the same issue. One such post:

Any idea what the issue is?
