It's impossible to shut down my app engine app

I've tried for months now shut down an old app engine app to no avail.
Here's the steps I took:
- I disabled the app.
- It won't let me delete the app because it says I am not the billing administrator. (I changed my domain, so the email that's the admin is no longer under Google, which seems to be the heart of the issue.)
- I submit the form to change billing to my current account.
- After it has supposedly succeeded, try to delete the app. It fails and the billing administrator is back at the original email.

I'm back at square one, getting charged $2 every week.

I've emailed support multiple times to no avail. What am I supposed to do?

Hi,

Sorry to ask but... have you tried login with the billing administration email on the colsole? If success, can you remove the billing info with this account?

I can't log in with the original billing admin because that domain is no longer a part of Google's accounts. This seems to be the crux of the problem and every time Google support says they've fixed it, they clearly haven't.

Hi Christian,

I'm sorry for all the frustration you may have had. That can be an edge case which we don't cover very well at this time, but there should still be a certain way for canceling the billing IMH. 

Can you tell me the ticket # for the support case you filed, app-id, the old billind account information, and other details? I'll try to find what I can do for you.
