Can't upload API's Google App Engine

Help! I have spoken with support updated to their silver package and it sucks. I can't Google App Engine to work. Trying to upload and it keeps failing. I can't do anything. Support hasn't been very helpful but saying to read the support pages etc. Already did that first, lol. HELP Nightmare
