Why I am getting The following quotas were exceeded while deploying to app engine ?

I tried to deploy to multiple regions like Asia, Europe etc as given in this page - https://cloud.google.com/about/locations#asia-pacific

however in every region it is giving same error as given below

ERROR: (gcloud.app.deploy) INVALID_ARGUMENT: The following quotas were exceeded: CPUS (quota: 0, used: 0 + needed: 1).

How to fix this ? how to increase quotas ? We have multiple apps running, say almost 7-8 apps running under one account is their any limits ?

Hello,

Please be aware that free trial accounts for the Cloud Platform have limited quota during their trial period. If that is your case, you'll need to upgrade to a paid account,

because the trial accounts have a hard limit on quota [1].

Otherwise, please engage our Sales team [2] who handle capacity requests in the region of your choice.

Hi We have paid account, Pay As You Go Mode of payment so quotas should not matter right ?
