access other user's directory by other users

Hi,
I have an app engine in the ubuntu server and running two different environments, one for development and another one for production and both are assigned to different users. As I am third user unable to deploy the code on any environment while I am having owner access of the project. So I need access of both environment directories as they are specific user's directories.
Please help me out how to do the same.

Hello,

How are you trying to connect to the App Engine? Also what App Engine are you using Flexible or Standard?
If you are using IDE I would recommend to you checking this official documentation [1].

Thanks for the reply,
I am using the standard app engine environment for my application and I try to connect it from Google Cloud shell after login by my google account. But the problem is the app engine directory is not showing there through my account while it is showing when I am logged in by developer (different user) account.
I am not using the IDE, I am trying to connect it from the shell.
So here I need to make it accessible by my account or any account to which admin is given the permission.

Thank you for the information shared so far. I am still a little unclear about what you are attempting though. 

From the information provided, I understand you are attempting to connect to your App Engine Standard Application(that is, the application code has already been deployed). While SSHing to the Instance of an App Engine flexible application is possible[1], for App Engine standard, this is not available at the moment. So, I am unclear how you mean trying to connect to specific directory within the App Engine standard server. I am unclear also about what you mean running App Engine in Ubuntu Server. 

If what you are trying to achieve is to have some form of source code management and version control, perhaps your team should consider using Cloud Source Repositories[2]. Directories in Source repositories could browsed in Cloud Shell[3].
