What means Deployments ????

It appear under "Quota Details" menu and the end of all of the page

This number is the avalilable possible deployment a day ?

It's the number of times you can deploy your app to appengine's
servers with appcfg.py each day.

A "deployment" is the act of uploading your app to App Engine using the "appcfg.py update ..." command.  You are allowed to upload an app up to 250 times every 24 hours (1 day).
