go111 deployment needs billing enabled?

Upon testing to use the new go111 runtime I got the following error:

ERROR: (gcloud.app.deploy) Error Response: [7] Access Not Configured. Cloud Build has not been used in project xxxx before or it is disabled. Enable it by visiting https://console.developers.google.com/apis/api/cloudbuild.googleapis.com/overview?project=xxxx then retry. If you enabled this API recently, wait a few minutes for the action to propagate to our systems and retry.

So I went to the referenced URL and it says I cannot enable this API unless I am also enabling billing. So free projects in the experimental stage cannot use the go111 unless they enable billing?

Yes, I have experienced the same problem. It does not appear to me to be possible to deploy a sample/test go111 application without billing enabled. I hope this is fixed. I can't imagine ever hitting the Cloud Build free time quota.

Unfortunately, this limitation does exist. I hope that we can make it work without enabling billing at some point in the future, but that's the current reality for CloudBuild.

Using free quota's w/o enabling billing is feasible but requires to read free quota's possibilities and Go 1.11 module.
The steps are in the README of https://github.com/iWdGo/testinghello including all references.
