Possible brief outage for European requests

We've recently uncovered an issue that has caused App Engine to return
errors for a large percentage of requests originating in Europe for
several brief periods of time between 1:30 and 2:00AM PST (GMT-8).
These periods lasted between 2 and 10 minutes each, and have occured
five times during the past week. We're working hard to isolate and
repair this issue, but it's possible that this will happen again
before we do.
