We're investigating issues related to the Admin Console serving HTTP

The admin console should be correctly serving for all users again.
The admin console outages lasted between 12:40pm and 2:15pm Pacific.
During this time, error rates for user facing requests peaked at 8% of
all requests.

We ran into a similar situation for about the past hour. Thanks to all
the users who reported in. The team jumped on it immediately and have
remedied the situation, so the system should be returning to normal
now. You should all be able to access http://appengine.google.com now.
We'll update this thread again if necessary.
