Google Android Publisher Api insuffient permissions Store Listing

Hi all,

I have created a service account with permissions: Restricted app visibility, Edit store listing, pricing & distribution and View financial data. In Google Developers console this account has been set to be used as a servie account actor.

My issue is that whenever I use this service account to edit store listings of the application via Google Android Publisher Api the response is "The current user has insufficient permissions to perform the requested operation." If I granted service account Release Manager rights it works as it should. Not sure if it is important  but I am using goole play node library for Google Publish Api. I would really appreciate any help.
