Methods for Custom Alerts Under the View

Is it possible to utilize the management api for Analytics to be able to List/Get/Insert on the Custom Alerts that can be setup under the View in Analytics UI?

Unfortunately no there is no API endpoint for custom alerts. The complete list of management API endpoints can be found here: Google Analytics Management API Reference 

I would encourage you to create a feature request if one does not exist already.
