Connect UTM-Parameter (Duplicated Content?)

Hey.
I'm new to Analytics and Reporting and have a (simple) Question.
Now I want to use UTMs.
I wonder how to connect the parameters to the URL.
Do you generate Duplicated Content, if you use a questionmark to connect the parameters "URL.com?utm_XYZ="xxx"&utm_ABC="yyy"“ and could you avoid it when you use a # (hash) "URL.com#utm_XYZ="xxx"&utm_ABC="yyy".
Did this have no effects?
