goalStarts metric with required 1st step

Hi everyone
Have any of you used the goalStarts metric with the required 1st step
checked. The API doesn't seem to respect this. Also it looks like
this metric is calculated by summing all the page views for each step
leading up to the goal. So if you have a 10 step goal, the goalStarts
metric will be the sum of the pageviews of steps 1 - 9.
Just seeking clarification

The goal starts metric returns the same data as what is exposed
through the UI.
