UTM-Connector / "#" or "?" (duplicated content)?

I'm on the research about the UTM-Connectors.
When you are using the "?"-Connector did you produce "duplicated content"?
Because there are one site with the original URL and same sites just with other URL (with additional UTM-parameters) but the same content (duplicated content).
Could you avoid this with the usage of the "#"-Connector?
Because the SearchEngines ignore the Parameters after the "#"-Connector?
