In all likelihood, you are running into the throttling mechanisms designed to prevent abuse of the system. They have been clamping down on these since it was announced that the Translate API v1 would be discontinued on 1 December. If you have applications which utilize the Translate API v1, you will need to migrate to v2. But note also that the v2 API will migrate to a paid model on 1 December, so you will need to enable billing in the API Console.

a change of policy of using the Google API language hard to understand..even Microsoft with its Translator API provides up to 2Mcharacters per month free ..
