Google CSE can easily be stolen?

Hi Friends,

I saw that we just need to put a Google CSE ID in the API to use
it...and it can be used on any site...

So, does it mean that any one can use any pre-created search engine
and use it for his own purpose without any security barrier?

Is it intentional and the CSE is fundamentally meant to be shared?

If you think about it, the CSE is a nice version of calling the web
search engine and limiting it to site:example.com. Since anyone can
do that, there's no reason to make the CSE more secure.

If you are looking for search behind a firewall or access control, you
can't use the CSE. There are plenty of other good search engines.
