Although there is no hard limit on the number of queries that you can pass in a 24-hr period, there is a prohibition of using applications which submit automated queries to the API. Since I assume that your users won't just sit there and refresh every 5 or 6 seconds, this will be something you'll want to look into. Further, if you're going to make your 15K requests in rapid succession, you're going to run into the soft throttling mechanisms designed to prevent abuse. And just so that you are aware, the only guideline provided in the documentation re: how quickly the Feeds API v1 will refresh its cache of a feed is that it will happen no more than once every 60 minutes, but it can be as infrequently as once every 5 or 6 hours. So there's no need to re-request the same feed every 5 or 6 secs.
