New user - very frustrated - quota and expired keys errors

Trying to do Hello World with google translate. Have enabled the translate api on the project and created a billing account. 

But I get nothing but errors when using the sample code provided. Project console shows the errors so the key appears to be valid. It also shows I have a quota so the billing appears to be valid.

What steps can I take to debug this? Judging by the sheer volume of posts on this subject it would appear that this is a very frequent problem for new users.

When it comes to the Translate API, you're better off posting in the Translate API forum. I would post a link, but it seems you've found it already. If I'm mistaken in that, just let us know, and we'll dig up the link.
