Got "Error while connecting to ad server: connection closed" error while loading ad

Hello,
I'm facing an issue that sometimes I keep getting error "Error while connecting to ad server: connection closed" when loading a certain ad.
This is not an always-happen problem, it sometimes occurs, steps:
1. Disconnect from the Internet
2. Load an ad (of course, it will fail)
3. Connect the network
4. Load the ad again
5. Receive the above error (every time after that). I'm sure the network is OK because I can successfully load other ads at this time
I would like to know under what situation does this error occur?
