Admob Frequency capping not working

I am using both admob SDk 23.6.0 & 24.3.0 , but Frequency capping is not working. Suppose I set 2 ads in 10 minutes. But it is not working. Showing every ads when it is called. Not following the admob frequency capping. What is the solution to fix it.
