I have the same problem. Unfortunally, there is no way to contact AdMob on the link on
https://support.google.com/admob/?visit_id=1-636488617175962199-2602581693&rd=1#topic=7383088 . So technically that's a technical problem :P
The problem itself is probably that there have been policy changes. To fix the problem, one have to log in to the accounts and cancel something, but it's not possible to log in to the accounts due to policy changes. So it's a catch-22 here.
And about the issue of contacting AdMob to fix it, there is no direct contact information. The link provided will lead you to this page:
https://support.google.com/admob/contact/account_login_issues_troubleshooterThey specify "If you can't determine why you don't have access to the AdSense account
linked to the email you use for AdMob, please contact us through
this form and we will send you instructions on how to proceed.", but that link will only lead back to the troubleshooter which ends up in the same place. So there's something wrong with the support pages, since you cannot contact the AdMob team on that link.
