[UMP] how to handle errors while request update is a must?

eg, android, 4 error types:

1 INTERNAL_ERROR
2 INTERNET_ERROR
3 INVALID_OPERATION
4 TIME_OUT 

do we need to make retry until success before open the app? or anything elsewhere alternatives?

For clarification, are you referring to form error codes (https://developers.google.com/admob/android/privacy/api/reference/com/google/android/ump/FormError.ErrorCode)?

If yes, then one option is to retry until the form is shown successfully at app launch. Another approach is to let the user proceed with the app and try again in the next app launch. But with the latter implementation, ads will not be served until the form is shown successfully and the user gives their consent.

Found that the error rate is high, gdpr report shows only shown count and consent rate

But I see that in crash report, the error count is many times the shown count 

And the form error won't tell about the reason, which I opened an issue in github

And is the error rate reasonable? several times higher than shown count

Just to report that 

I have 40 users has the request update error, but only 3 messages shown 

And I can't see error code, working on it by rethrown my error extended and override toString
