Thank you for raising your inquiries to us. Please see our responses below.

For your question#1 - It is indeed that when you request an ad with child-directed setting (https://developers.google.com/admob/android/targeting#child-directed_setting), it will served a non-personalized ads. However, this will not blocked the UMP SDK. The UMP SDK will get your user's consent to get the AAID. Google Play’s Families Policy requires developers to never ask used AAID if you app is targeting children. If your app is for children and your user's are on EU, using UMP SDK while requesting ad with child-directed settings will not conflict

For question#2 - Yes, you're correct. Mobile Ads SDK can still show ads even though user's did not consent. In this case, the expectation is the SDK will serve non personalized ads, but most of the time, it will be a no fill error response.
