I believe the button is not there because we don't serve AdSense backfill ads to WP7 apps.

AdMob allows some publishers to serve AdSense ads when no AdMob ads are available. To take advantage of Google AdSense Backfill feature correctly you need to have implemented an SDK version more recent than 4.0 (Released March, 2011).

Units eligible for backfill include 320x50 for mobile phones and 728x90, 300x250, 468x60 for tablets.

In order to opt yourself into the backfill feature, please take the following steps:

2. Hover over site ID and click on 'Manage Settings' tab
3. Click on 'App Settings' tab
4. Scroll down and click the radio button, 'Enable AdSense...'
5. Save

Remember, the backfill feature is enabled per site ID, so you will need to complete these steps for each eligible app. Additionally, ads served from the Google Ad Network will not respect the filter rules set by your site ID at this time.
