Disable or remove annoying AD

Dear Admob team,

Is there a way to disable or remove the annoying AD from my publisher account?
An annoying banner, displaying dark and light background in a short interval to capture attention, cause pain to eyes. This would certainly drop the quality of App itself and Admob.

An example of banner is here:

Another example, which I haven't captured, is popular "Clean Master" banner appeared on Android app.

yes please , that clean master is a pain!
I tried to report that as spam many times by clicking 'Ad choices' , but still nothing happens.

There used to be a way to see the ads that were being displayed to your users and veto them, bit I can't find it anymore.

Hi All,
Ads like these are categorized as "click-to-download" and you can block them by simply blocking their App ID. You can find more info on disabling them here.

unfortunately not all ads that employing flashing backgrounds are click to download.
So this only covers the vetoing of some ads.

I wish Google AdMob team can have policy to restrict low quality AD especially those annoyed eyes.
