Since you mentioned that your app is still "in preparation" status or "getting ready", this means that they are still reviewing your app. This usually takes a couple of days, but in some cases we may require more time to evaluate your app. You can also check the common reason why your app isn't ready to serve ads. To assist you better in your app status, I recommend reaching out to the Product Support Team as they are better equipped in handling cases with regards to the status.

If your app status is in "Getting ready" state. This indicates that your app is under reviewing. This usually takes a couple of days, but in some cases it may require more time to evaluate your app.
Not having a website generally shouldn’t prevent your app from being approved for AdMob.
Note: If you recently signed up for AdMob, your apps will remain in the "Getting Ready" status until your account is verified. Enter your payment details to have your account verified.

The Google Ads Manager account is not a strictly requirement for AdMob, You can operate AdMob with just an AdMob account.
