Could you please provide clear information about which exact behavior, policy section, or situation caused the “Ad Serving Disabled – The app is not compliant with program policies” action on my account? Without understanding the specific violation, I cannot correct or prevent it from happening again.

After checking your account we have confirmed that your app is still in "getting ready", this means that Google is still reviewing your app.
When you first sign up for AdMob, your account must be verified before it’s approved to serve ads. To have your account verified, you must enter your payment details. The verification process typically takes up to 24 hours, but in rare cases can take up to 2 weeks.
Note that apps will remain in the "Getting Ready" status until you add your payment details.
