Admob incentivised ad policy question

I am planning to build a quiz app where users compete multiple rounds against one another. Between each round the users are going to watch an advertisement from admob.

I will offer the winner of the quiz 10$ cash everytime, which will be transferred to their PayPal.

Users are not incentivized to click or watch the ads. The prize they will receive is independent of the advertisement.

Is this allowed or against the admob policy ?

I know that the policy states that

"Rewarded ads must not be placed in apps that offer monetary compensation or other incentives that can be converted into monetary compensation (including gift cards, discounts for physical goods or services, and cryptocurrencies)."

but I don't know why the "cash prize" is changing the equation. My users are not incentivized to click on any ad.
