When you set up a new app in AdMob, your app must be reviewed and approved before it can fully serve ads. Follow the instructions for how to set up an app in AdMob. If you already set up your app as unpublished, follow the instructions for linking to an app store.
If your app has been disapproved, you’ll be notified via email and in the All Apps page of your AdMob account. You can find the apps that are not ready to show ads in the Disapproved apps tab in the Policy Center. Disapproved apps will have disabled ad serving, which means that all advertising is blocked on your app. Click Fix to learn more about the issues found. After you’ve taken the required steps to fix the issue, you may request a review of your app. Click Fix, confirm you’ve made the changes, then click Request review. For more information, kindly refer to the About app readiness.
It is very important to follow AdMob Policies and restrictions as well as Implementation Guidelines to avoid any issues.
Please use the following help center article to understand Common reasons for ads not showing and use the Can't See Ads Troubleshooter to debug the issue.
Kindly provide the app ID and ad unit ID via reply to author option, so that we will review your account and let you know why ads aren’t showing.

Use test ads to get the approval from app store. Ex: use database to set the ad property of test ad or production ad.
This way you can get it approved by app store. Once the app is listed on app store, get the approval from AdMob.

Upon reviewing your AdMob account with the provided information, I found the below issues which must be fixed.
It was discovered that your app status is in "Requires review" state. This indicates that your app has not yet been subject to the review process. To have it reviewed, it is necessary to establish a link between your app and the supported app store. You can link a supported store to your app within the All Apps or App settings pages and subsequently submit it for review. For more information, you can visit Requires review.
The app-ads.txt file has not been configured yet. Although the app-ads.txt file is not absolutely necessary for ads to be displayed, it's still recommended to Set up an app-ads.txt file for your app. You need to make sure that your apps are crawlable by AdMob in order to properly set up your app-ads.txt. Kindly refer to crawled.
Make sure you replace the test IDs with your own IDs before publishing your app.
I have executed our Google Sample Project with the provided IDs and am able to load the Ads successfully. Could you confirm whether the mentioned issue is reproducible in our Google Sample Project as well?
