when admob collect aaid

app that can be used by both adults and children, and I have the following questions:

1. I'm curious whether AAID is collected during the MobileAds.initialize stage.
2. I understand that configuration should be applied before initialize. For children, I can use the code below, but for adults who haven't agreed to specific terms and conditions, how can I prevent AAID collection?
